Brief country background:
The Swiss population counts
7.2 million, of which 6 million are Swiss citizens.

Switzerland has four official languages.
79.5 % of the Swiss speak Swiss-German and German,
20 % French,
10 % Italian and
0.5 % Romantsch.

Swizerland has an area of 42000 square kilometers, one sixth of the size of New Zealand.
  The New Mobility - umverkehR Swiss Citizens' Initiative is a proposal to reduce motorised road traffic by half, in order to protect our health and our environment. When a majority of the Swiss voters votes Yes!, the proposal becomes Swiss federate law. The transition will then have to be completed in ten years time.

The Swiss "Popular Initiative":
By signing an initiative within a period of 18 months, 100,000 electors may seek an amendment to the Federal Constitution; the amendment will be adopted if the people and cantons accept the proposed revision in a popsular ballot. Cantons (State initiative) and Members of Parliament have a similar, although less binding, right to make proposals. A popular initiative may either put forward the exact new text of the Constitution or be couched in the terms of a general proposal. (Source: The Swiss Embassy in the USA Political Rights)

Federal Citizens' Initiative to reduce the motorized road traffic by half in order to conserve and improve our living space

The Federal Constitution shall be altered as follows:

Art. 82 Abs. 2a-c (new)1 nBV

2a The confederation, the cantons and the communes shall reduce the motorized road traffic to half its volume within a period of ten years after acceptance of the initiative by the people and the cantons. Thereafter, the new level may not be exceeded. The determining standard is the total number of kilometers driven within Switzerland. Public transport shall not be affected by this regulation and, hence, is not included in the calculation.

2b The communes have the right to impose limits on traffic volumes on all roads within their boundaries, with the exception of national highways, to the extent that it serves the aim of paragraph 2a or the improvement or conservation of living space. The complete blocking of federally designated throuroughfares is possible only in consultation with the federal government. Public authorities retain the right to use any roads as needed.

2c The methods applied for the reduction of the motorized road traffic by half shall be determined by law.

Provisional regulations according to the Federal Decision of Dezember 18th 1998 about a new Federal Constitution

Art. 197 (new) nBV Provisional regulations after acceptance of the Federal Constitution on April 8th 1999

1. Provisional regulations for Art. 82 Abs. 2c (street traffic)

If the law concerning the realization according to article 2c is not legally in force within three years of acceptance of the initiative, the Federal Council shall issue the necessary regulations by decree.

Initiative populaire fédérale 'visant à réduire de moitié le trafic routier motorisé afin de maintenir et d'améliorer des espaces vitaux (initiative pour la réduction du trafic)'

La nouvelle Constitution fédérale du 18 avril 1999 est adaptée comme suit*:

Art. 82, al. 2a à c (nouveaux)

2a La Confédération, les cantons et les communes réduisent de moitié le trafic routier motorisé dans les dix ans à compter de la date à laquelle l'initiative pour une réduction du trafic a été acceptée par le peuple et les cantons. Le volume de trafic ainsi atteint ne peut être dépassé. Le volume total du trafic routier en Suisse est déterminant. Les transports publics ne sont pas soumis à la présente disposition et ne sont pas pris en compte.

2b Les communes peuvent ordonner des restrictions du trafic sur toutes les routes de leur territoire, à l'exception des routes nationales, pour autant que ces restrictions répondent aux exigences de l'alinéa 2a ou qu'elles visent à maintenir ou à améliorer des espaces vitaux. La fermeture complète des routes désignées comme routes de transit par la Confédération n'est admissible qu'en accord avec celle-ci. L'usage des routes par les véhicules au service des collectivités publiques est réservé.

2c Les moyens utilisés pour réduire de moitié le trafic routier motorisé sont déterminés par la loi.

Dispositions transitoires selon l'arrêté fédéral du 18 décembre 1998 relatif à une mise à jour de la Constitution fédérale

Art. 197 (nouveau) Dispositions transitoires après acceptation de la Constitution fédérale du 18 avril 1999

1. Disposition transitoire ad art. 82, al. 2c (circulation routière)

Si la législation d'exécution visée à l'article 82, alinéa 2c, n'est pas entrée en vigueur trois ans après l'acceptation de l'initiative pour la réduction du trafic, la Confédération édicte les dispositions nécessaires par voie d'ordonnance.

* L'initiative populaire a été déposée alors que la Constitution fédérale du 29 mai 1874 était encore en vigueur. Elle se rapporte par conséquent à ce texte constitutionnel et non pas à la constitution du 18 avril 1999. Le texte original de l'initiative populaire demandait de compléter l'art. 37, al. 1bis (nouveau), 2e al., deuxième, troisième et quatrième phrases (nouvelles) et 3e al. (nouveau), ainsi que les dispositions transitoires de la Constitution fédérale du 29 mai 1874 avec un art. 23 (nouveau).

Eidgenössische Volksinitiative 'für die Halbierung des motorisierten Strassenverkehrs zur Erhaltung und Verbesserung von Lebensräumen (Verkehrshalbierungs-Initiative)

Die Bundesverfassung wird wie folgt ergänzt:

Art. 82 Abs. 2a-c (neu)1 nBV

2a Bund, Kantone und Gemeinden halbieren den motorisierten Strassenverkehr innerhalb von zehn Jahren nach Annahme der Verkehrshalbierungs-Initiative durch Volk und Stände. Der neue Stand darf nicht mehr überschritten werden. Massgebend ist die in der Schweiz insgesamt erbrachte Fahrleistung. Der öffentliche Verkehr ist von diesen Bestimmungen nicht betroffen und wird nicht mitgerechnet.

2b Die Gemeinden können auf allen Strassen ihres Gebietes, ausgenommen auf den Nationalstrassen, Verkehrsbeschränkungen anordnen, soweit es dem Ziel von Absatz 2a oder der Verbesserung oder Erhaltung von Lebensräumen dient. Die vollständige Sperrung der vom Bund bezeichneten Durchgangsstrassen ist nur in Absprache mit dem Bund zulässig. Die Benützung der Strassen im Dienste der öffentlichen Hand bleibt vorbehalten.

2c Die für die Halbierung des motorisierten Strassenverkehrs anzuwendenden Mittel werden durch das Gesetz bestimmt.

1. Übergangsbestimmung zu Art. 82 Abs. 2c (Strassenverkehr)

Ist die Ausführungsgesetzgebung nach Artikel Absatz 2c innerhalb dreier Jahre nach Annahme der Verkehrshalbierungs-Initiative nicht rechtskräftig, erlässt der Bund die notwendigen Bestimmungen auf dem Verordnungsweg.
