    Attitude and behaviour are a complex fabric of motivation
    Giving responsiblity, especially to children and youngsters, strongly fosters an attitude of responsible social behaviour.
    Command and control and prohibition, especially in children and youngsters often leads to the adverse results.
    Many children and youngsters have a strong desire to appear adult and obtain the perceived advantages of adulthood.
    Any distinction between youths and adults with regard to tobacco and smoking creates the false image that smoking is a matter of adulthood and so-called "free choice".

    Therefore ...

    Legislation, rules and health promotion for tobacco and smoking must not distinguish between adults and youths, except for the normal provisions of special procedures for youths and children in existing legislation.
    Prohibitions and criminalisation of youths does not work, is not enforceable and even counter-productive.
    That is exactly the reason why the tobacco industry agrees with such provisions!
    Smoking must become socially inacceptable and generally be seen for what is: anti-social behaviour
    The best methods are a total ban on all advertising and the provision of more absolutely smoke-free places.
